How do I watch local NHL games online?

I see that I can get the NHL online package, but it states several times that you can watch "Out of Market" games. Basically I'm just looking to be able to watch the Flyers games. Can I watch any local games with their online package? And if not, would Philadelphia games be considered out of market in northeast Maryland?

Is there a way to play online games through local internet access?

As local internet is supposed to be free soon, is there a way to play games online that go through a south african web address/portal (not sure what you would call it). In other words, can we buck the system (lol).
