Q&A: Is a "system manual" desirable, if the subsystems have their own user manuals ?

Question by ffantasizing: Is a "system manual" desirable, if the subsystems have their own user manuals ?
When a system is being integrated out of sub-systems, a typical "bright idea" is to produce a "system manual". Supposedly the subsystem manuals will be insufficient.

But isn't there now a liability problem - if essential information that was in the subsystem manual is left out of the system manual, or if information is changed ?

I wonder what Collins Australian submarines did - did they create a "new" system manual - were there liability problems ?
