Downloading free games onto pay as you go iphone?

I bought my son an iphone on pay as you go. When he tries to download the free games it asks for an account name and password - he thinks he has to register with iTunes and wants my debit card details but as it's pay as you go I've bought him cards to use - can you download the free games without registering an iTunes account? If so, how?
