I am on the Level 3 Communications CLEC network so where would the call terminate from?

Whomever your VoiP provider is would have a connection to a CLEC or an ILEC. It all depends who they are and where they are located. Every CLEC and ILEC would have redundant paths so the routing could be different for each call.
